Actually, it just seems like less because there's less people. If we have 1 crime for every 10 people, when that goes up to 1000 you see 100 crimes and it SEEMS more dangerous, but it's the same scale. Of course the comparison isn't like the infamous "Some of these M&M's are poison. Eat a handful." The less danger you expose yourself to the safer you are. Living in areas with millions of people means there are that many times more criminals around, and therefore the more likely you are to be a victim of a crime.
