You still can't compete with those law enforcing d-bags from The Elder Scrolls titles. The moment they get anywhere near you, you're forced into an extreme close-up and disparaging bit of dialogue (Self Esteem stat is instantly compromised). If you choose to fight, you'll get attacked by guys well over your current level, and if you choose, instead, to submit to their authority, your Sharpshooting stat will dwindle during the time you're incarcerated. Best to sell your weapon to a fence and then buy the piece back after.

i used a batch command to give myself all perks, add 9000 to health, staminaa, magika, and managed to level all skills to 100, then made a seprate one to give myself werewolf and vampire perks. I play on legendary and still used a mod to make the dragons smarter.
